Ms. Michelotti wanted to help this, but she felt she had to deal with everyone else <br />the same way. Everyone has the same right. She wants the development agreement to <br />come back as quickly as possible and to see if there is support for it. <br /> <br /> Ms. Ayala called for the question. <br /> <br /> Mayor Tarver clarified that if this motion passes, then Council needs to discuss the <br />development agreement and give staff direction for what should be pursued. The agreement <br />will come back to council. <br /> <br /> Ms. Dennis felt trying to beat the clock was getting Council into a quagmire and it <br />was not a good idea. If everyone does not get a chance at a development agreement, then <br />the City should spend the money and the residents will know the infrastructure will be <br />there. She wanted to see if the people are not willing to put the City's money out and be <br />reimbursed according to the wishes of the citizens of Pleasanton if CAPP passes. That is <br />fair and honest and they can decide if they want their money back. They can referend the <br />project if they think it's too expensive today and they can be heard. The people of Happy <br />Valley will know that the City is in control and they will get the bypass road that was <br />promised. <br /> <br /> It was moved by Ms. Dennis that the city pay for the bypass road and water <br />and sewer infrastructure. <br /> <br /> The motion died for lack of a second. <br /> <br /> Ms. Ayala asked how much the bypass road would cost. <br /> <br /> Ms. Acosta said about $5 million, but that does not include right of way. <br /> <br /> Ms. Michelotti did not think people would agree with that. It is too easy to say let <br />the City pay. People don't realize they are the City and their money is paying. They will <br />not vote for development to reimburse the City. It doesn't come out of their pocket. If you <br />said we are going to impose a parcel tax, that would make it be felt. Ms. Michelotti did not <br />want to put any more money into this or to pay for someone's sewer and water. <br /> <br /> Mayor Tarver felt there was a piece being left out. That is time. In addition the <br />City cannot afford to do that. There is a loser in this equation and that loser will not take it <br />lightly. The City will be in court and negotiations for a long time and there will not be the <br />certainty necessary for the people who are going to vote on annexation. <br /> <br /> Ms. Michelotti asked if this can be done faster. <br /> <br /> Ms. Acosta said there is a real risk it cannot be completed by November 1 st. <br /> <br />Pleasanton City Council 23 07/29/99 <br />Special Meeting <br /> <br /> <br />
