parking and so does the Fairgrounds and the ACE station. Why restrict this to 4-hour
parking. Someone may want to park there and go downtown all day or for any other
reason.

Mr. Lum said it was strictly for the convenience of the building owner. It allows
patrons of the building some additional parking spaces, but is not required.

Craig Sjoberg, 5000 Pleasanton Avenue, indicated a third train will be added to the
ACE schedule and he predicted overflows in the parking lot. He referred to Ms. Ayalas's
remarks and explained that in 1991 he dedicated the right of way for the sidewalk and half
the street and constructed the sidewalk for the city. In consideration for that, it was agreed
to allow parking on the south side of the street.

Mr. Tarver felt if another train is added and there is a 4-hour parking restriction,
then people will park in the residential areas.

Mr. Sjoberg said the north side of the lot is much farther from the train station than
the spaces next to his building. City streets are for public transportation and commerce, not
transit parking for commuters. City staff has conferred with the ACE staff and the
Fairgrounds and they have no objection to this limited parking.

Mr. Tarver could not support this. He felt it was leading to further problems in the
-- neighborhood.

It was moved by Ms. Ayala, seconded by Ms. Miehelotti, to adopt Resolution
No. 99-116, establishing a 4-hour parking zone on Pleasanton Avenue to the south of
the fairgrounds and Altamont Commuter Express rail parking lot entrance.
The roll call vote was as follows:
AYES: Councilmembers- Ayala, Dennis, and Michelotti
NOE S: Councilmember Pico and Mayor Tarver
ABSENT: None
ABSTAIN: None

Ms. Dennis felt if there were parking problems in the neighborhoods, Council needs
to address other alternatives, but this is fair for this area.

Item 6b
Consideration of the preparation of a Study of the Rose Avenue Area (SR 99:266)

Brian Swift presented the staff report.

Craig Champion, 777 California Avenue, Palo Alto, Development Manager for
.._ Summerhill Homes, indicated support for the staff recommendation. He stated the staff

Pleasanton City Council 14 09/07/99
Meeting
