The roll call vote was as follows: <br />AYES: Councilmembers Michelotti, Pico, and Vice Mayor Ayala. <br />NOES: None. <br />ABSENT: CouncilmemberDennis and Mayor Tarver. <br />ABSTAIN: None. <br /> <br />Item 6b <br />Ballot language and procedures for the special election for the Pleasanton Public Planning <br />Initiative sponsored by the Citizens' Alliance for Public Planning (CAPP). <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Vice Mayor Ayala declared the public hearing open. <br /> <br /> Geoff Cooper, 7534 Flagstaff Drive, said the ballot language needs to be unbiased and <br />explain to the voters what they are actually voting on. He supported Option No. 1 with changes to <br />(b), stating what areas would be affected and a statement that if CAPP passes, there might be an <br />election every six months at the taxpayers' expense. He felt a more detailed explanation of what <br />CAPP might do, if passed, would be beneficial. <br /> <br /> Stan Erickson, 3684 Chillingham Court, felt there would be both For and Against Ballot <br />Arguments submitted. He felt the ballot language should not reflect what might or might not <br />happen in respect to the election cost. He said the language should clarify what the voters are <br />voting on. He said people recognize this issue as the CAPP Initiative, yet the proposed language <br />does not have the word CAPP. He asked if the language could include the word CAPP to make it <br />more recognizable by the public. He asked that the language be as explicit and clear as possible for <br />the voters. <br /> <br /> There being no other speakers, the public hearing was closed. <br /> <br /> Ms. Michelotti would like the five areas (San Francisco property, Vineyard Corridor, Busch <br />property, Merritt property and Staples Ranch) mentioned in the ballot language. She suggested, <br />"Shall the CAPP initiative be adopted to amend the General Plan to require voter approval of <br />legislative actions (a) involving 10 or more residential units, (b) prezoning any unincorporated <br />territory to residential use, (c) changing two or more acres of open space to non-open space use (d) <br />permitting commercial, office or industrial development plans that exceed 55 feet in height, and (e) <br />modifying the General Plan Land Use Map by changing the San Francisco property, Vineyard <br />Corridor, Busch property, Merritt property, and Staples Ranch to agriculture and by <br />comprehensively redesignating allowed residential densities in LDR, MDR and HDR areas?" <br /> <br /> Mr. Pico wanted the language to be simple and unbiased. He agreed with the language <br />listed above except change "legislative actions" to "certain development projects."
