Approved an Agreement with the State of California - Office of Administrative <br /> Hearings. (SR:99:276) <br /> <br />k. Adopted Resolution No. 99-199, setting dates for direct arguments and rebuttal <br /> arguments for the annexation election for Happy Valley. (SR 99:284) <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: Councilmember Michelotti on Item 4f <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> 5. MEETING OPEN TO THE PUBLIC <br /> Presentation by East Bay Regional Park District commemorating its 65th Anniversary. <br /> This presentation was continued to the meeting of October 26, 1999. <br /> <br /> Mr. Bocian referred to the retirement of Police Chief William Eastman after 18 <br />years of service. He introduced Timothy Neal, the newly appointed Chief of Police. Mr. <br />Neal has been in law enforcement since 1976 and has worked for the cities of Union City, <br />Mountain View, and Tracy. <br /> <br /> Mr. Neal gave a brief history of his career and indicated how happy he was to be <br /> working in the city he has lived in for twenty years. He stated he will be meeting with <br /> various community groups and civic organizations. Bill Eastman has left a very strong <br /> and professional organization and Pleasanton is a very safe place to live. He indicated <br /> the police department will have a more active role in youth related issues. There will be a <br /> Police Explorer Post for youth interested in law enforcement and the Department will <br /> examine school resource officer concepts in the high schools. He would like people to <br /> see the police department as a community service agency, not so different than the library <br /> or the senior center. He also announced a fundraiser next Thursday at 6:00 p.m., at the <br /> Hungry Hunter Restaurant, where members of the police department and the Golden <br /> State Warriors will be waiting tables to raise money for the Special Olympics. <br /> <br /> Mayor Tarver welcomed him to the City. <br /> <br /> Item 4g <br /> Commission and Committee Appointments (SR 99:283) <br /> <br /> Councilmember Dennis indicated she would not be supporting the Mayor's <br /> appointment of a new Planning Commissioner. She has a long-standing policy opposing <br /> appointment of persons who have taken strong political positions. She feels these people <br /> often use the Planning Commission as a position from which to run for Council.
