i. Approve the agreement between the Alameda County Congestion Management <br /> Agency and the City of Pleasanton regarding the use of the Alameda Countywide <br /> Travel Demand Model. (SR99:53) <br /> <br /> j. Approve the Traffic Committee Minutes for February 4, 1999. (IR99:09) <br /> <br /> k. Actions of the Zoning Administratorand Planning Commission. (IR99:10) <br /> No action was required or taken on this item. <br /> <br /> Robert Cordtz, 262 West Angela Street, commented on the determination made by the <br />Planning Commission that the Pleasanton Unified School District acquisition of an approximately <br />11-acre site from the City and County of San Francisco Water Department for a future elementary <br />school is in conformance with the City's General Plan. He wanted to know how the School District <br />could approve a negative declaration and say there is no problem with traffic when the proposed <br />elementary school will release traffic onto an already congested roadway. <br /> <br /> Brian Swift said the Pleasanton Unified School District did an initial study that included a <br />traffic study. The traffic study was shared with city staff. The Planning Commission's <br />responsibility was to analyze the report and see if the elementary school was consistent with the <br />General Plan in terms of its land use. The agency that takes action on the negative declaration in <br />this instance is the Pleasanton Joint School District and it did adopt the negative declaration. The <br />traffic studies are available at the School District and the City. The City has analyzed the entire <br />development of that area, including the revised location of the elementary school, which will be <br />available to the public in conjunction with the San Francisco project EIR. <br /> <br /> Mr. Cordtz explained the current problems and did not understand how the School District <br />could make such a decision. <br /> <br /> Ms. Acosta appreciated Mr. Cordtz's comments. The City spent considerable time <br />reviewing the design of the school and the traffic situation. She said everyone involved is <br />concerned about the traffic problems. Staff believes the design changes will help the current <br />situation as well as future situations. <br /> <br /> Mayor Tarver appreciated Mr. Cordtz's concems. He understood there are design changes <br />that will be made to help alleviate the traffic problems. A number of workshops have been held <br />regarding the land use plan and there will be other opportunities in the future to address the plan. <br /> <br />Pleasanton City Council 3 03/02/99 <br />Minutes <br /> <br /> <br />
