He said <br />there was no report prepared on this and he was angry that Alameda County was not <br />doing anything about this. <br /> <br /> Mr. Lum indicated the City's Source Control Inspector was aware of the <br />discharge and had worked with Alameda regulatory agencies to investigate the incident <br />and worked with the Fairgrounds to get it remedied. <br /> <br /> Mr. Cordtz then referred to contaminants that were found on the Merritt property <br />and wanted the City to send a bill to Alameda County for inspecting the Merritt property <br />and the Fairgrounds. <br /> <br /> Matt Morrison, 5581-A Sonoma Drive, indicated his pleasure at the Planning <br />Commission's decision not to certify the EIR for the San Francisco Bernal Avenue <br />property. He commended the Planning Commissioners. He believed it will lead to a <br />comprehensive review of the issue. He was dismayed with the comments in the <br />newspaper from Mr. Lymburn that the City had violated a "hand shake agreement". San <br />Francisco has agreed that further testing is necessary and to threaten to go back to the <br />County is an attempt to motivate the City Council. He urged Council to give careful <br />consideration to testing of this site for contamination. He also expressed his concem with <br />the current plowing of the field. It is stirring up dust which could spread the possible <br />contamination. <br /> <br />6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 4i. <br />Approval of City participation in Joint Powers Authority for Housing Lease- <br />Purchase program. (SR 99:215) <br /> <br /> Mr. Tarver wanted clarification that this program had no limit on the amount of <br />money to be distributed to applicants and asked about the priority criteria for qualifying. <br />There does not appear to be a priority for Pleasanton residents. <br /> <br /> Scott Erickson, Housing Specialist, indicated that if the funds allocated are <br />depleted, then a new bond issuance would be done. There is no end to the size of the <br />program and the number of people to be benefited. With regard to priorities, the Housing <br />Commission clearly supports a priority for Pleasanton residents and employees as well as <br />first-time home buyers in all of its housing programs. The key point in the current <br />program is there is no limit or competition for a finite pool of funds as in other City <br />programs. Anyone who meets the income level criteria can participate in the lease- <br />purchase program. That obviates the need for the typical criteria used in other programs. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Ayala, to adopt Resolution <br />No. 99-102, approving the City's participation in a Joint Powers Authority for the <br />purpose of implementing a Housing Lease-Purchase Program. <br /> <br />Pleasanton City Council 6 07/20/99 <br /> <br /> <br />
