and organizations had indicated were desirable for a police chief. Mr. Neal is also a
twenty year resident of Pleasanton.

Ray Oliva, 3109 Camden Court, expressed concerns about the maaterials used for
street paving, especially on Gulfstream. He believed the paving material was of very
poor quality. He also expressed concern about the cost of water service. It seems the less
he uses the more he pays. He referred to an electrical outage recently. His neighborhood
came back on line three hours after the surrounding neighborhoods. Not everyone who
lives in Pleasanton is wealthy. He complained that the costs of all the services such as
telephone and cable television are very expensive. He wants someone to investigate all
this and get back to him with answers.

Ms. Ayala asked if Mr. Oliva had contacted the Public Works Department
regarding the slurry seal.

He said he had called and asked why that material was used. A friend of his had
indicated it was the cheapest material that could be used. He never received a definitive
answer from the City.

Mark Hillenbrand, 4761 Mason Street, agreed with Mr. Oliva's comments about
the streets and their deterioration.

Ayman Kahale, 4634 del Valle Parkway, expressed his dissatisfaction with the
paving on del Valle Parkway. He raised the issue in 1997 and was told that the project
was delayed until May 1998. It is now August 1999 and nothing has happened except
patching. He also complained of the landscaping maintenance in public areas on del
Valle Parkway. He presented some pictures to Council for review. He was not happy
with the groundcover under the underpass area or with the bare patch at the intersection
of Hopyard and del Valle Parkway. His last issue was regarding the street name. He
indicated the General Plan review committee had approved the request. However, the
Planning Department has never scheduled a hearing on the matter. He asked for
Council's attention to these matters.

Ms. Ayala indicated she had received calls on the same issues and the City is
working on the matter.

Robert Cordtz, 262 West Angela, referred to the problems with the fence at the
ACE train station. The fence had been cut and was poorly repaired. He wanted to know
if any citations had been given. He also complained that the remainder of the fence next
to the residential area has not been completed and those fences that are encroaching into
the railroad right of way are trespassing and the police department should deal with it.
He referred to an accident downtown on December 7, 1998 and the fact that he had not
been able to obtain an incident report. His next issue was his displeasure with the cars
that are parking on the railroad right of way and the police department should be ticketing
them. He referred to the "Operation Lifesaver" program he presented to the City and was
upset that nothing had been done with it. Finally, he noted the wastewater that was

Pleasanton City Council 5 07/20/99
