Ms. Ayala inquired about the sewer line/manhole odor problem. <br /> <br /> Mr. Cusenza clarified that there are six pipelines coming into the treatment plant. <br />Four of them are from the City of Pleasanton. The odor control master plan reviewed the <br />treatment plans upstream of those pumping into the plant and the lines or manholes <br />leading into the plant that go through the communities. It found there are odors from <br />pumping plants and the lines in the neighborhoods. DSRSD is recommending a further <br />review of how much odor is coming from City pumping stations and pipelines and then <br />decide how best to control that. We don't know how much of a problem it is, which is <br />why we need further study. There are ways to resolve the problem with in-stream <br />treatments at the pump stations. The question is where is the best place to do it. <br /> <br /> Barbara Benda referred to the statement that the legal recourse is unknown if <br />DSRSD does not comply. She wants to know what that would be. She has been led to <br />believe that through CEQA or the Bay Area Air Quality Board, there were remedies. <br /> <br /> Mr. Cusenza said in the negative declaration there is a numerical value that can be <br />analyzed in the future that does set a limit for what the odors will be. Prior to this time, <br />that was not available. Staff feels confident there is an objective and analytical number at <br />the plant fenceline that can be measured. <br /> <br /> Ms. Purnell felt now would be a good time to include something in this agreement <br />that makes DSRSD comply to a certain level. This neighborhood has been putting up <br />with this for years. She is concerned about how DSRSD operates. <br /> <br /> Ms. Ayala said the staff is suggesting sending a letter regarding this plan and she <br />felt a request for representation on the Board should be included. It doesn't hurt to ask. <br /> <br /> Ms. Acosta said there is no problem requesting, but it cannot be done without a <br />complete restructuring of the District. <br /> <br /> Mr. Pico said there is a contractual relationship between the City and DSRSD that <br />is continuing to be worked on. There are a number of avenues still available for <br />negotiation: financing issues for the expansion; use of regional funds, etc. He shares the <br />Mayor's comments that the relationship with the DSRSD Board is improving. We have <br />been able to negotiate LAVWMA agreements and there have been many discussions <br />through the Liaison Committee about the need to address the concerns of the neighbors. <br />The neighbors have said that DSRSD has been responsive. There are a number of other <br />areas that still require negotiations with DSRSD and it needs the City's continued <br />support. In the future there will be additional expansion requests and other operating <br />decisions. Because of the contracts, he felt the City will have significant input on the <br />outcome. Ultimately, the City can insist that regional funds be used to fix problems. <br />DSRSD has made a good faith effort to respond to the issues and concems and has made <br />a commitment. He believes it will honor its commitments. Direct injection of reverse <br />osmosis is another issue to be discussed in the future.
