It bothers him as a taxpayer, that many expansions are <br />done to solve one problem and then another expansion is immediately necessary. There <br />needs to be better planning to make it last for a while. <br /> <br /> Peggy Pumell, 2472 Via de los Milagros, was pleased to here all these happy <br />people and hoped that they remain happy after this is approved. She is also a member of <br />the Groundwater Advisory Committee for Zone 7 and has watched DSRSD for four <br />years. She cautioned everyone to continue to watch them. Pleasanton has no <br />representation on the DSRSD Board and urged that pressure be placed to put someone <br />from Pleasanton on the Board. She has also been observing DSRSD with regard to its <br />plans to inject reverse osmosis treated sewage into the groundwater basin. She felt it was <br />unresponsive to the citizens of Pleasanton and Dublin. She was concerned about the way <br />DSRSD does business and felt it was a difficult organization to find out what is going on. <br />She wanted to make sure there was some kind of recourse if all these rosy stories don't <br />come true. <br /> <br /> Ms. Ayala asked if there was a way to get representation on the DSRSD Board. <br /> <br /> Ms. Acosta said the only was to get representation on the Board is to reform the <br />District. It is a very complicated legal issue. The District was already formed when the <br />City of Pleasanton entered into a contract for DSRSD to assume wastewater treatment for <br />the City. <br /> <br /> Ms. Ayala felt Mr. Requa had done a good job in gaining the trust of the <br />neighborhood. She was concemed that if he left DSRSD and it did not fulfill its <br />obligations, what can the City do legally? The odor has been a problem for years. <br /> <br /> Mr. Roush said a number of things could be done by contract if DSRSD is <br />willing. He had not reviewed the odor control master plan. <br /> <br /> Ms. Michelotti felt the neighborhood has developed a rapport with DSRSD and <br />the Council will be the watchdog, so if the commitments made on public record are <br />breached, Council will take action. <br /> <br /> Mr. Tarver said DSRSD has reached agreement with the neighborhood and agreed <br />to do certain things. If it does not follow through, it will be another issue to create <br />controversy and an adversarial relationship between the District and Pleasanton. He <br />referred to the Clean Water Revival Project and said that is a DSRSD decision and it may <br />not turn out the way Pleasanton wants it to. That will be told to DSRSD through the <br />Liaison Committee, in public hearings, through letters and other ways. It is hoped the <br />cooperative spirit can be maintained and we can work together. He is willing to accept <br />there is a plan. If it is not done, he will come back in a year or two tell the next Council it <br />shouldn't let DSRSD get away with it. <br /> <br /> Mr. Requa made a commitment on behalf of the DSRSD to fix the odor problems. <br /> <br />Pleasanton City Council 16 07/20/99 <br /> <br /> <br />
