Mr. Roush said it is the School District's responsibility to decide when and where a school
gets built. There is a Council liaison committee that meets with the School District to look at cash
flows, to ensure that sufficient money is being collected to build the schools and to determine when
the schools are needed.

Carole Varela, 3858 Mohr Avenue, pointed out that Ms. Ayala and Ms. Michelotti are on
the School Liaison Committee. She felt the representatives of the Liaison Committee act as if they
have nothing to do with the School Board. She felt the public should know what goes on at those
meetings and any information that might be pertinent.

Ms. Michelotti said the Liaison Committee meetings are open to the public. She said the
Liaison representatives work very hard to bring the input back to the Council and to the public on a
regular basis.

Geoff Cooper, 7534 Flagstone Drive, submitted a Notice of Intention to circulate an
Initiative Petition for a binding water supply and water quality preservation policy. He said the
Notice of Intent to circulate has been published in the newspaper and he is now waiting for a
decision from the County Registrar as to who will vote on an issue regarding Zone 7. He read the
name, purpose, policy A and B and implementation of the initiative.

Paulette Salisbury, 6170 Corte Trancas, asked for Council' s support of the Zone 7 initiative.
She mentioned the purpose of the initiative is to preserve and protect the quantity of water. The
initiative limits Zone 7 service area and prevents the injection of reverse osmosis treated sewage.
She said extensive testimony was taken last year regarding the hazards of using RO treated
wastewater for drinking water and from concerned citizens across the valley. This initiative was
created in order to protect the water and make it a policy of Zone 7 not to force residents to drink
treated sewage water. She mentioned harmful toxins that are adversely affecting the life cycle of
fish. She hoped Council would support the initiative and give legal assistance against the County if
this should go to court. She said to please do the right thing for the residents of Pleasanton.

Ms. Michelotti thought there was support to use reverse osmosis for irrigation.

Ms. Salisbury said the initiative only addresses the use of RO water injected into the
groundwater.

Mayor Tarver said this issue is subject to voter approval only if the policy is changed. Zone
7 could choose to do this if the public supports the concept. He asked if proponents of the initiative
had approached Zone 7 and asked the Zone 7 Board to incorporate this into its policy without doing
an initiative.

Ms. Salisbury said not in the current format, but the proponents will approach Zone 7.

Pleasanton City Council 2 03/09/99
Special Meeting - Minutes
