MINUTES
OF
THE
SPECIAL
MEETING
OF
THE CITY COUNCIL

March 9, 1999

1. CALL TO ORDER

Mayor Tarver called the Special Meeting of the City Council to order at 7:00 p.m.

2. ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: Councilmembers
present were Kay Ayala, Becky Dennis, Sharrell Michelotti, Thomas P. Pico, Jr. and Mayor Ben
Tarver. Staff members present were: Deborah Acosta, City Manager; Michael Roush, City
Attomey; Brian W. Swift, Director of Planning and Community Development; Randall A. Lum,
Director of Public Works; and Bill van Gelder, Traffic Engineer.

3. MEETING OPEN TO THE PUBLIC

Tom Gill, 4540 Muirwood Drive, addressed arguments that the City Council made in favor
of the Merritt property project on March 2, specifically comments made by Councilmember Ayala
regarding the opening of the new elementary school in the fall of 2000 and that the project is
consistent with the General Plan. He said the 1996 General Plan encourages limited enrollment of
elementary schools up to 650 students, to maintain neighborhood character and to promote more
personalized education. He listed enrollment for the following schools: Alisal - 584, Donlon -
890, Fairlands- 638, Lydiksen- 827, Mohr - 639, Valley View - 667, Vintage Hills - 758,
Walnut Grove - 850. The total number of students at each school already exceeds the General Plan
limitations. He asked where will the students go that will occupy the 2000 homes that are already
approved but not yet built, and where will the students from the Merritt project go. The new school
cannot possibly accommodate the new project.

Ms. Ayala encouraged Mr. Gill to attend the School Board meeting that is being held
tonight and make his comments.

Mr. Gill said the General Plan states the students should be limited to 650 per school. He
said Mr. Pico stated at the March 2 meeting that the City Council approves the growth that causes
the schools to be overcrowded. He also felt the School District was not holding up its end of the
bargain. If the City Council is not part of the solution, it is part of the problem. He felt the City
Council could put pressure on the School District to solve the problem. Also the City Council
could stop approving more development. He said if the General Plan is not enforceable, then it
should be amended to address all the issues.

Pleasanton City Council 1 03/09/99
Special Meeting - Minutes
