Ms. Dennis asked if he was aware that the increase in agriculture use might impact the Del
Valle Reservoir.

Ms. Wieskamp said it is the biggest change in projections since the previous report but the
combination with other demands is what is impacting the Del Valle Reservoir.

Margaret Tracy, 1262 Madison, Livemore, said her understanding of the fourth contractor's
share is that it does not bring any water with it. The State has written to Zone 7 and said there is no
water available. It is only a conveyance capacity. She is also concerned with the 8,000 acre feet of
recycled wastewater being used for the water supply, even if it is used for agriculture. She asked
what evidence there was of the efficiency of using recycled water for agriculture, what studies
have been done and the cumulative impacts on the groundwater basin.

There were no other speakers.

It was moved by Ms. Dennis, seconded by Mr. Pico, requesting an extension on
the time for public comment on the draft EIR and supporting efforts to develop
alternative solutions to the water supply problem.

Mr. Cummings said the process for recycled water has not yet been identified. It is what
ever the public will accept for long term use.

Ms. Michelotti thought Ruby Hill was using recycled water for its golf come.

Mr. Lum said Ruby Hill is using untreated water for irrigation.

Mr. Pico asked if the motion could include a request for information on how growth
might impact the Del Valle Reservoir and what amount of water it would take to retain the
recreational uses.

Ms. Ayala is very concerned about the water situation. She was informed that the water
supply was under control and that flood control was more of a concern. She was shocked to
read the report to find out that Zone 7 would be out of water by the year 2000. She does not want
the regional parks affected.

Mayor Tarver said he is concerned about information pertaining to the likelihood of the
purchase and acquisition of both the near term and long term water that is being identified. He is
interested in all the aspects, but is more interested in not getting into a situation where the city fails
to deliver the water that the people need. He has advocated for quite some time that the City should
be looking at the fourth contractor' s share so there would be no need to worry about the water. He
hoped Zone 7 would take a big step in the near future of retaining more water instead of in the long
term. He would like 100% assurance that there would be sufficient amount of water and have
more than the demand asks for, just as a safety factor. He is frustrated that nobody wants to
work together to resolve the issues. He understood the Tri-Valley planning process was to work
together to solve the issues or prevent the issues from happening in the first place.

Pleasanton City Council 18 03/09/99
Special Meeting - Minutes
