objective is to work with the affected agencies to find a way to preserve the reservoir and yet be
able to meet the increasing demand for water. He is asking for Council' s support in working with
Zone 7 to identify the best possible solution prior to Zone 7 making a decision regarding the
purchase of the fourth share. He appreciated Council's support in asking for an extension of
time regarding the public heating. He realized it is a complex situation but hoped something
could be worked out.

Ms. Michelotti agreed it is an important asset and anything East Bay Regional Park
District could do would be appreciated.

Mr. Vitz said East Bay Regional Park District is committed to doing it's best.

Ms. Dennis asked if there was anything in the letter to Zone 7 that should be amplified
upon.

Mr. Vitz said no. He said East Bay Regional Park District is also drafting a letter to Zone 7.

Geoff Cooper, 7534 Flagstone Drive, said this is a bombshell that makes the public distrust
the governmental planning process. He said Zone 7 never mentioned at any of the General Plan
meetings that the Del Valle Reservoir might be in jeopardy. He felt it was a failure on Zone 7's part
and now Zone 7 is in a big rush to push this through. He said this is the first time he has heard
about this issue. He would like the Council to do whatever it could to preserve the Del Valle
Reservoir. He said it would be a tragedy if the region lost the Del Valle Reservoir.

Lou Gigliati, 2750 Crater Road, Livermore, asked for Council's support in continuing to
provide recreation at Del Valle. He has seen many changes over the years. East Bay Regional Park
District operates about 55 parks in two counties and has a master plan. The Del Valle is a facility
that is based around water recreation. Del Valle was created to provide water, flood control, and
many aspects of recreation. He believed that it also provided an economic value to the community.
He asked the Council to support the reservoir and to come up with other solutions that satisfy both
agencies.

Ms. Ayala asked when he first found out the Del Valle Reservoir could be affected.

Mr. Gigliati said in the 1980's the Park District learned that the water in the reservoir could
be affected. The Park District read the environmental impact report approximately one month ago.
He was surprised to learn the worst case scenario could close the park.

Mayor Tarver asked if there was an alternative mentioned in the environmental impact
report that he considered satisfactory.

Mr. Gighati said the Park District supported anything that would slow down the use of the
reservoir, perhaps alternative number three. The Park District has been working with Zone 7 to
come up with viable alternatives.

Pleasanton City Council 17 03/09/99
Special Meeting - Minutes
