Mr. Swift did not recall any discussion on any radioactive contaminants. He said <br />sludge has all kinds of things that are potentially hazardous. The Environmental Impact <br />Report does pay particular attention to the sludge beds because of the potential for <br />hazardous waste, but no testing for radioactive material has ever been done. <br /> <br /> Mr. Morrison felt a study is long overdue and asked who would pay for the cost <br />of the studies. <br /> <br /> Mr. Swift said the cost for the environmental impact report to date has been paid <br />for by the City of Pleasanton. The initial approvals have a provision for the City to be <br />reimbursed for the out of pocket consultant expenses, if the project is approved. <br /> <br /> Ms. Ayala asked if the County approval of the project had any beating on this <br />situation. <br /> <br /> Mr. Swift believed the Cotmty approvals had a preliminary assessment process as <br />well. <br /> <br /> Ms. Ayala did not want to get into a situation where radioactive material is found <br />and no one wants to clean it up. <br /> <br /> Mr. Swirl said the question is whether the Specific Plan or development plan can <br />be approved without knowing about the radioactive material, knowing it will be <br />discovered at a later date. He said a study could be done now or at a later date. <br /> <br /> There were no further speakers. <br /> <br /> Ms. Michelotti did not want to rush the Planning Commission. She said there are <br />still a lot of issues to be settled. <br /> <br /> Ms. Dennis said sometimes things turn up during the public hearing process. She <br />did not want to be too specific in the direction to the Planning Commission. She said the <br />Planning Commission is aware of its obligations and all the issues. She said nobody will <br />buy property that has potential hazardous waste on it; they will want the question <br />answered. She did not feel right in telling the Commission to finish up in one night. <br /> <br /> Ms. Michelotti did not care how long it took the Planning Commission to finish. <br />She felt strongly about the Planning Commission input regarding the project and the <br />twenty-seven issues. <br /> <br /> Mayor Tarver has not heard that new information is going to be provided. If the <br />Planning Commission was ready to not certify the Environmental Impact Report, he <br />wanted to know what was going to happen to change the Commission's minds. Also they <br />will have to make a decision on the twenty-seven issues anyway. If the Planning <br />Commission needs more time, they should take more time.
