Environmental Impact Report. He said the Environment Impact Report should not be <br />certified until more investigation into the issue has been done. He also believed this item <br />should be on a November ballot in order to get the best turnout. <br /> <br /> Ms. Michelotti asked what his main concem was. <br /> <br /> Mr. Morrison said his main concem is with the amount of radionuclides from <br />radioactive breakdown and not knowing the possible health concems. <br /> <br /> Ms. Dennis understood he was suggesting that the Commission not certify the <br />Environmental Impact Report and deny the project. <br /> <br /> Mr. Moralson felt there is a strong case to be made regarding the contaminants. If <br />the item is continued, he hoped there a place in the process where the Planning <br />Commission can ask for an amendment to the Environmental Impact Report. <br /> <br /> There were no further speakers. <br /> <br /> Mr. Roush said the PUD conditions and development agreement assume that there <br />will be additional testing done on the site. If there is a discovery that hazardous <br />contaminants exist then there would be additional environmental mitigation required in <br />order to devise an adequate mitigation measure. Notwithstanding the provisions of the <br />development agreement, it is contemplated that the proper mitigation would be done if <br />contaminants are found on site. <br /> <br /> Ms. Dennis asked if the studies could be done first before the EIR is certified and <br />how long would the studies and testing take. <br /> <br /> Mr. Roush said the Planning Commission could recommend, and the City Council <br />could direct, that the studies and testing be done before the EIR report is certified. <br /> <br /> Mr. Swift said if the study is done, the environmental impact report would need to <br />be amended and rerouted as a draft report, with comments from the public gathered, <br />comments responded to, and then back in front of the Planning Commission asking for <br />certification. He did not know how long the whole process would take. <br /> <br /> Ms. Michelotti asked if there was another process that could be used. <br /> <br /> Mr. Swift said the conditions of approval could be amended to require studies be <br />done on the property to search for contaminants. If contaminants are located and <br />mitigation measures are recommended, then a review process would be held for <br />subsequent mitigations. <br /> <br /> Ms. Ayala said San Francisco is going to sell the property.
