He gave an overview of the Youth Day car show that was held on
May 22, 1999 and an update on planned future Youth Commission activities. He said the
car show was very successful and everyone had a great time. He presented the Council
with T-shirts from the event.

Vice Mayor Ayala thanked Mr. Edwards for his work on the Youth Commission
and the Youth Master Plan.

Brian Arkin, 3740 Newton Way, commented that the defeat of Measure P shows
that the residents cannot be bought with a fancy campaign, that this city needs a change
and from now on development will only be approved that truly mitigates its impacts. The
current status quo is as follows, development is approved which is followed by an
increase in local and regional traffic, overcrowding of local schools and stresses placed
on sewer, water and other infrastructure. In response to this the City tends to tax itself
and then try and fix the problems later. He said with the millions of new residents
anticipated to move to the Bay Area over the next decade, the City needs to approve new
development that will truly mitigate the impacts to the existing residents.

Vice Mayor Ayala mentioned the School Board is discussing facilities tonight and
said people were welcome to attend that meeting or watch it on Channel 69.

Carole Varela, 3858 Mohr Avenue, said she was thrilled about the outcome of
Measure P. She thanked all the voters for listening to the residents and the developers.
She named several people involved in the process and wanted to personally thank them
for their efforts. She was curious as to why people would endorse something that doesn't
involve them and people who endorse something should have a clear picture of what they
are endorsing. She also believed new development does not pay for the full cost of
schools; it only helps to get some of the schools started. She encouraged people to attend
the School Board meetings. She wanted to thank the reporters for giving a fair evaluation
of both sides.
