It was moved by Mr. Pico, seconded by Ms. Dennis, to approve the Capital <br />Improvement Program Budget with the addition of a traffic signal at Muirwood and <br />Foothill Road. <br /> <br /> Ms. Dennis asked if Council should approve that now or ask for a report from <br />staff. <br /> <br /> Mr. Pico indicated he was concerned about liability to the City. He felt the City <br />had been "put on notice" on the safety of the intersection as a result of statements of <br />Councilmembers or staff during the recent campaign. If some corrective action is not <br />taken, he is concerned the City will pay more than $125,000 in a potential damage <br />settlement. <br /> <br /> Ms. Acosta suggested that if Council supports that, then the cost of the signal <br />could be put aside and staff could bring back a report about the necessary improvements <br />and the potential costs. <br /> <br /> Ms. Michelotti could support that approval so long as the report is an in depth <br />report. <br /> <br /> Mr. Tarver also would support that, but he wanted it clear to the people that it <br /> would be added to the five year capital improvement program and that it is clear what <br /> will be built. <br /> <br /> Ms. Acosta said the money for the traffic signal could become a "place holder" <br /> and staff would come back with a report outlining options and funding. <br /> <br /> Mr. Tarver wanted staff to look at everything in total, not just pick one item out <br /> for review without comparing it to other safety issues or intersections that need signals. <br /> He did not want to pick one thing out just because it was a campaign issue. <br /> <br /> Ms. Ayala agreed and requested the motion to be separated. <br /> <br /> Mr. Pico and Ms. Dennis withdrew their previous motion. <br /> <br /> It was moved by Mr. Pieo, seconded by Ms. Dennis, to adopt Resolution No. <br /> 99-089, adopting the Capital Improvement Program for fiscal years 1999/2000 <br /> through 2003/2004. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Pleasanton City Council 8 06/22/99 <br /> Minutes <br /> <br /> <br />
