Ms. Dennis asked if staff had a volume to accident ratio when studying the <br />intersections. <br /> <br /> Mr. Lure staff said that specific calculation was not done for every intersection. <br />However staff did have volume to capacity analysis for each intersection and the number <br />of accidents for every intersection and with those numbers can intuitively make the <br />relationship without actually doing a calculation. <br /> <br /> Ms. Varela asked for information on accidents, especially rearenders, at the <br />various intersections. <br /> <br /> Ms. Michelotti referred to Ms. Varela's statements about the safety of Foothill <br />Road. She believed it was really in the eye of the beholder. For someone who has been <br />in an accident or lost a family member due to an accident, it would be perceived as a <br />dangerous road. She explained that her main concern about the traffic signal at Foothill <br />and Muirwood South is the line of sight problems and roadway improvements necessary <br />in conjunction with the traffic signal. She was concemed about the students driving north <br />on Foothill Road and was concerned that a signal alone would not solve the problem. <br />She wanted staff to take all that into consideration before making its decision. <br /> <br /> Kathy Namm, representing the Pleasanton Seahawks, thanked Council for its <br />support of the 50 meter pool and improvements. The Parks and Recreation Commission <br />has supported the next phase of improvements, including finishing the decking, <br />separating the heating systems for the other pools. She urged Council to move forward <br />with Phase II as soon as possible. <br /> <br />2. Public Hearing and Adoption of Operating Budget, and Housing and Community <br />Development Block Grant Program (SR 99:174) <br /> <br />3. Public Heating and Adoption of Capital Improvement Program (SR 99: 175) <br /> The public hearing was opened; there were no speakers. <br /> The public hearing was closed. <br /> <br /> Mr. Tarver acknowledged that staff makes its recommendations on when <br />improvements should be done based on a large variety of input and considerations. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Micheloff, to adopt Resolution <br />No. 99-088, adopting the 1999-00/2000-01 Operating Budget and the 1999-00 <br />Community Development Block Grant Program <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala.
