ROCA believes that programs are very important, and the overall environment, programs, facilities,
safety, etc. are important. ROCA just feels that facilities have been neglected to this point.
Facilities affect the academic performance of students and the overall environment for the students
and their sense of belonging.

Mr. Tarver indicated he had two concerns and wanted staff or the Liaison Committee to
address them. He wanted information on who paid for what schools and who is paying for growth
and capacity. He continually sees references in the media that development is not causing the
problem and that it has paid more than its fair share. He does not believe that. There are facilities
that have been built by bond measures and previous funding methods. There have been $155
million in bond measures for school improvements. He wants to see who has paid for what. His
second concem is with the shortfall next year, not two or three years in the future. The cash flow
chart indicates there will be $12 million from the State. What if the State only provides $8 million?
He wanted to be certain that the shortfall is covered.

Ms. Michelotti said the committee has discussed that and is following up on the State
allocation. The funding may actually be provided in 1999 instead of 2000.

7. MATTERS INITIATED BY COUNCIL

Mayor Tarver requested sending a letter to the Board of Supervisor and the Fair Board
-- about banning gun shows at the Fairgrounds. Council agreed.

Mr. Pico suggested that the County Board of Supervisors might want the City to apply its
firearm sales permit fee and procedures to the gun shows. That could make the gun shows not as
desirable.

Ms. Acosta indicated the County Board of Supervisors had previously not wanted that to
happen, but they could have changed their minds.

Ms. Michelotti wanted an informational item on the next agenda regarding an update on the
single LAVWMA pipeline issue in Pleasanton.

Ms. Michelotti requested a review of the landscaped medians on the entryways to the City.
They are looking a little weed infested. She informed Council that Jose Medina of CalTrans was in
Pleasanton along with Ellen Tauscher. There was a productive meeting and there is the possibility
of having a transit forum in the future to review innovative solutions, including HOT (High
Occupancy Toll) lanes.

Ms. Ayala requested a review of the microphones in the Council Chambers.

Ms. Acosta believed it might be necessary to use lavalier microphones for the
Councilmembers.

Pleasanton City Council 27 06/01/99
Minutes
