Item 6c
Applications for the approximately 384-acre area which is locally referred to as the Vineyard
Avenue Corridor, located in southeast Pleasanton east of Montevino Drive and west of the
Ruby Hill development. (SR99: 126)

(2) Certificationof the Final EnvironmentalImpact Report

(2) SP-97-03, Specific Plan to permit 189 new homes, possible limited commercial uses such
as a bed-and-breakfastinn and winery, 20-acre community park, 12-acre elementary school,
vineyards, open space, and a realignment of Vineyard Avenue to a location near the Arroyo
del Valle.

(3) RZ-98-02, Prezoning/Rezoning to the following Planned Unit Development (PUD)
designations: Semi-Rural Residential, Hillside Residential, Low Density Residential,
Medium Density Residential, Open space, Vineyard, Community Park, and Elementary
School.

Ms. Dennis indicated due to the fact that her home is within 300 feet of the Specific Plan
area, she would not participate in the discussion. She stepped down from the dias.

Mr. Pico indicated that he would be supporting the Mayor's position of continuing the
- final decision on the Specific Plan until the next City Council meeting.

Ms. Michelotti also supported the Mayor's position.

The public heating continued.

Wayne Rasmussen presented the staff report.

Jonathan Stem, Bay Area Economics, was available to answer questions on the feasibility
and fiscal analysis.

Ms. Michelotti asked about land for the 4-H group.

Mr. Rasmussen said the recommendation is that type of use be allowed on any open space
area.

Ms. Michelotti said animals are allowed under the current zoning.

Mr. Rasmussen said the area is currently zoned PUD-Rural Density Residential. It is not
an agricultural site. The 4-H group can continue to have farm animals because that at the very
least would be the continuance of non-conforming use.

Pleasanton City Council 22 05/18/99
Minutes
