Mayor Tarver said at that time staff did not get the opportunity to say how Option one <br />would affect the future lot sale owners. He did not know of any way to avoid the problem with <br />future sales. <br /> <br /> Ms. Michelotti asked how much time is between when someone pulls a building permit on <br />a custom home and when the home would actually be constructed. <br /> <br /> Mr. Swift said it usually takes from ten to twelve months to build a custom home such as in <br />Ruby Hill. <br /> <br /> Ms. Ayala said the City has no control over the other agencies. The School Board says <br />send the children and it will find a place for them. The only way to get around this is not to <br />approve any more construction. She indicated that she wants the land for the park land, but wanted <br />Mr. Ford to understand the hard position Council is in. <br /> <br /> Mr. Ford wanted Council to understand the position he is in. The project is small and <br />represents .0024 percent of the housing stock in Pleasanton. He offered an option number four. <br />Would Council be comfortable with a direct link between the construction of the homes on this <br />project with the construction of Case Avenue School. He said building and foundation permits <br />could be issued but be stopped at framing until 50% of the Case Avenue School is complete. This <br />would allow for the dedication of the parkland and allow him to proceed with the project. <br /> <br /> Ms. Ayala said the owner of the property has to understand the infrastructure problems in <br />this community. She suggested that Passport go back and rework the options and come back to <br />Council at a later date. <br /> <br /> Mr. Ford said he would be comfortable with Option number four. <br /> <br /> Ms. Michelotti reiterated that he would accept Option one, two or four, but the "no sale" of <br />the lots was a part he could not accept. <br /> <br /> Mr. Ford said the only option he could not accept would be the lot sale option. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Linda Chaves, East Regional Park District, said the District is interested in the open space <br />land. She was here to answer any questions related to the Park District. <br /> <br /> Tim Kleffman, 3027 Briggs Court, said Mr. Ford has been very supportive of a third high <br />school. He thought the project sounded good and liked the idea of open space. He said there has <br />been a lot of discussion on the elementary school and not on the high school. He felt the high <br />school problem should also be discussed. There are no plans to improve the existing high schools <br />until the year 2004. He urged Council to look at this problem seriously and until the issue is <br />resolved there should be no more children allowed in the schools.
