Mr. Roush said in order to add the item to the agenda, the Council would have to find by a <br /> 4/5ths vote that it is an item that arose after the agenda was posted and it is necessary to add the <br /> item to the agenda tonight. <br /> <br /> Mr. Pico felt waiting two weeks to place this item on the next agenda would be too late to <br /> address the issue. <br /> <br /> It was moved by Mr. Pico, seconded Mayor Tarver, to add an emergency agenda item <br /> to discuss the City Attorney's impartial analysis of Measure P for the special election on June <br /> 8, 1999. <br /> <br /> Ms. Dennis was not clear as to what the discussion would entail, because Council would <br /> need a staff report in order to understand the fiscal impact. <br /> <br /> Mr. Pico said Council could ask the City Attorney to make a determination as to whether <br /> his impartial analysis should have made reference to the long term fiscal impact and if it is his <br /> determination that it should have, then direct the City Attorney to take what corrective action is <br /> appropriate. <br /> <br /> Ms. Ayala did not have a problem adding it to the agenda. <br /> <br /> Ms. Michelotti did not support the motion as she felt there had been plenty of time before <br /> the ballot was printed to discuss this issue. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Ayala, Pico, and Mayor Tarver. <br />NOES: Councilmembers Dennis and Michelotti. <br />ABSENT: None. <br />ABSTAIN: None. <br /> <br /> The motion to add the item to the agenda failed. <br /> <br />4.
