It was moved by Mr. Pico, seconded by Mayor Tarver, directing staff to gather information and prepare a report for the agenda regarding the G.E. Vallecitos Nuclear Plant and the transportation of spent nuclear rods. The roll call vote was as follows: AYES: Councilmembers Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. NOES: None. ABSENT: None. ABSTAIN: None. Mr. Pico had concems regarding the lane closures at the 1-580/I-680 on Tuesday, April 27, 1999. He was dismayed over CalTrans lack of planning and understanding of what the impacts are for the community. It was moved by Mr. Pico, seconded by Ms. Ayala, directing staff to prepare a letter for Council's signature to Ca!Trans expressing concerns about how to keep the traffic at 1-580/I-680 interchange flowing smoothly over the next three to four years. Ms. Michelotti said when Mr. Pico made the substitute motion regarding the airport study, she thought he said prohibit not discourage development applications. She indicated that she would support the motion with the wording "discourage." It was moved by Ms. Michelotti, seconded by Ms. Ayala, to reconsider the motion on the Livermore Airport Study. The roll call vote was as follows: AYES: Councilmembers Ayala, Dennis, Michelotti, Pico, and Mayor Tarver. NOES: None. ABSENT: None. ABSTAIN: None. It was moved by Mr. Pico, seconded by Mayor Tarver, to proceed with the proposed study of the issues surrounding the Livermore Airport; approve the consultant agreement with Brown-Buntin Associates in the amount not to exceed $88,180, and authorize its execution by the City Manager; and to direct staff to discourage any residential development proposals for the Staples Ranch project until after the study is completed.
