Ms. Housen said this is correct. The pipeline going through the interchange at Foothill
Road might have to be replaced instead ofrelining.

Ms. Michelotti asked if there was an alternative to just do one pipeline and abandon the
relining of the existing pipeline.

Ms. Housen said that alternative would have to be approved by the LAVWMA Board.

Ms. Michelotti asked what would be accomplished if the trees had to be removed in order to
reline the existing pipeline.

Ms. Housen said there would be fewer impacts if a single pipeline were installed.

Ms. Michelotti said if a one-pipeline altemative were done the new configuration could be
done over the fatfit line, around the trees, etc.

Ms. Housen said yes, if everyone agreed to a single pipeline.

Mr. Pico asked about the community meeting.

Ms. Housen said a community meeting would be held at the Resurrection Greek Orthodox
Church, 20104 Center Street, Castro Valley. The church is near the proposed alignment in Castro
Valley. The open house will be from 5:00 p.m. to 8:00 p.m.

Ms. Michelotti understood 40% of the project will be a single pipeline and 60% will be a
dual pipeline. But in all cases it limits the capacity to what was agreed upon. Is it possible to put in
a single pipeline alternative without increasing the capacity, where some of the pipeline is being
replaced because it absolutely needs to be replaced.

Ms. Housen said that might be technically possible.
Vice Mayor Ayala declared the public hearing open.
There were no speakers on this item.

Ms. Dennis asked why the dual pipeline was preserved in some portions and why the whole
project was not rethought.

Mr. Pico said the people of Pleasanton voted on the sewer expansion project that was a dual
pipeline project. The ballot arguments and analysis were based on a dual pipeline concept.
Building a single 41.2 mgd pipeline could have significantly greater capacity if modifications were
made to the pumping system. Those changes to potentially expand the capacity beyond 41.2 mgd

Pleasanton City Council 8 04/20/99
Minutes
