Ms. Michelotti fought the battle for a single pipeline and lost. A compromise was made. <br />She wanted to hear from the public in order to move forward and hopefully have only one <br />disruption. She agreed it did not make any sense to do the construction twice, and felt there was a <br />need to send back the best recommendationto LAVWMA. <br /> <br /> Ms. Ayala wanted to see the dollar amount attached to the different projects. <br /> <br /> Ms. Michelotti agreed there were still a lot of questions unanswered regarding the financing <br />plan. <br /> <br /> Mr. Lum said a financing plan would be before Council sometime in May. <br /> <br />Item 6c <br />Second Quarter 1998-1999 Financial Report and Midyear Review (SR99:96) <br /> <br /> Mr. Pico explained he wanted this item agendized because he wanted the public to be <br />informed about Pleasanton's financial condition. <br /> <br /> Ms. Acosta recognized that there is a great deal of interest to have the reports presented <br />publicly, but due to the heavy agendas, staff placed this item on the consent calendar. <br /> <br /> Sue Rossi gave an overview of the 1998 - 1999 Financial Report and midyear review. <br /> Ms. Dennis asked where the increase in property tax was coming from. <br /> <br /> Ms. Rossi said there has been an increase in both residential and commercial construction. <br />She explained there is a time lag of approximately two years before the City actually sees the <br />assessments from the sale of residential homes. <br /> <br /> Ms. Dennis would be interested in seeing the lag figure from the commercial side. <br /> <br /> Ms. Rossi said during the recession many of the commercial properties, as well as <br />residential, applied for reassessments. The City is just now starting to see those figures go back up. <br />In the same respect, the property tax revenues from the development in Ruby Hill has had a slow <br />turn around time.
