Ms. Dennis agreed with staffs recommendation and felt there would be more opportunity <br />for the public to comment. She would like to explore all the issues and receive the community's <br />input in regards to those issues. She understood that the pipeline could not be implemented as <br />originally proposed. <br /> <br /> Ms. Ayala asked at what point does LAVWMA and the City move forward with the <br />project. <br /> <br /> Mr. Pico felt the compromise still has significant growth controls that are extremely <br />important to the overall agreement. He said LAVWMA Board needs direction ~'om the City of <br />Pleasanton and has some flexibility to continue with the process. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Michelotti, to adopt Resolution No. <br />98-048, directing the Pleasanton Representatives to the LAVWMA Board to inform the <br />LAVWMA Board that the Pleasanton City Council is in support of the Hybrid Pipeline <br />Alternative through Castro Valley, San Leandro and the Roberts Landing area and the <br />alternatives for the new pipeline around the Stoneridge Mall area in Pleasanton, and that <br />environmentalwork on these alternatives should proceed as quickly as possible and directing <br />the Pleasanton representatives to the LAVWMA Board to request that LAVWMA <br />investigate the possibility of a combined single pipeline through Pleasanton in the Stoneridge <br />Mall area. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, and Pico. <br />NOES: Councilmember Ayala. <br />ABSENT: Mayor Tarver. <br />ABSTAIN: None. <br /> <br /> Ms. Ayala asked if a single pipeline connecting to a dual pipeline would work. <br /> <br /> Mr. Lum said both configurations could work. <br /> <br /> Ms. Ayala had a concern with using a single pipeline through Pleasanton connecting to a <br />dual pipeline in Castro Valley. <br /> <br /> Mr. Pico said this project has been considered for a number of years. It was put to the vote <br />of the people. He said commitments have been made to the community. He asked if Ms. Ayala <br />was proposing putting an initiative on the ballot to overturn the vote? He felt it was the <br />responsibility of the Council to honor the agreement. He was not prepared to reopen the Joint <br />Powers Agreement. He was willing to make reasonable modifications in order to be flexible to <br />achieve the objectives while still honoring the commitments to the community.
