(SR99:77) <br /> <br /> Steven Boojan presented the staff report. <br /> <br /> Mr. Pico asked if staff was recommending the same thing as the Housing Commission <br />and if not, to outline the Housing Commission's recommendation. <br /> <br /> Mr. Bocian said the Commission's recommendation is to modify the existing preference <br />system based on two key points. One is that preference points be based on individuals working <br />in the Tri-Valley area, rather than just in Pleasanton. The recommendation in the existing system <br />just relates the criteria to Pleasanton. The second criterion is rather than living and working in <br />Pleasanton more than two years, points would be granted based on the amount of time an <br />individual has lived in Pleasanton or worked in the Tri-Valley area in two-year increments. For <br />example, if someone has lived in Pleasanton for ten years, the person would get ten points, and if <br />the person worked in the Tri-Valley area for ten years, the person would get an additional ten <br />points, for a total of twenty points. If the person had lived in Pleasanton for four years and <br />worked in the Tri-Valley, the person would get eight points. A person will get more points the <br />longer he or she has worked in Pleasanton and worked in the Tri-Valley. <br /> <br /> Mayor Tarver asked if the Housing Commission's recommendation was giving points <br />based on three-year increments or five-year increments. <br /> <br /> Mr. Boojan said the Commission's proposal is in two year increments; staff suggests that <br />the maximum number of years be ten. If the Council likes the concept, the number of years <br />could be increased to fifteen. <br /> <br /> Ms. Dennis asked if someone had been born and raised in Pleasanton, would that time <br />count towards the preference system. <br /> <br /> Mr. Bocian said yes. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Michael McDeavitt, 3914 Stoneridge Drive, #8, said between them, he and his wife, have <br />lived in Pleasanton for more than forty years, yet when they applied for affordable housing, they <br />came out towards the end of the list. The current housing preference system gives top priority to <br />people who have lived and worked in Pleasanton for two years.
