Mr. van Gelder said even if them were a condition requiring an emergency access road,
putting parking in the right-of-way would not be in conflict.

Mayor Tarver requested staff to research the emergency access road and reply to Mr.
Cordtz in writing.

Mr. Cordtz said he specifically wanted to know if the emergency access road was created
by a deed, so if he were to buy a piece of property in that area he would know how fire trucks
would access the property.

Aytac Burud, 148 Ray Street, said he owns a business on Ray Street. He has twelve
employees that work for him. His concem is that most of the employees park on the street. He
said changing the zone to two-hour parking would create a problem. He did not want his
employees having to walk to their cars late at night that are parked two to three blocks away. He
asked Cotmoil not to change the parking zone on Ray Street.

Mayor Tarver believed staffs recommendation was to not change the parking time on
Ray Street.

Gary Schwaegerle, 189 West Angela, said he used to be able to park four cars in front of
his house on West Angela. He said the striping was changed and now only three cars can park
there. He understood other streets were going to be restriped and asked if the spaces could be
measured as to the number of cars that could park them in order to maximize the number of
spaces. He suggested not striping the streets.

Mr. van Gelder said the streets are striped to encompass large vehicles. He said on a long
street, such as First Street, this process will cut down on the number of parking spaces. He said
the advantages of striping protects the vehicles from getting bumped when a large vehicle tries to
squeeze into a small area.

Mr. Schwaegerle asked about basement parking. He wondered if the developer of the
new hotel on Main Street could be asked to build a basement level parking garage for the hotel.
He understood the ground level would be used for public parking and hotel guests. He wanted to
know what guarantee the City has that the hotel owner will allow public parking.

Mr. van Gelder said the developer is meeting his parking requirements on site with some
under structure parking.

Mayor Tarver said the underground structure would be used for private parking, but he
believed the additional parking spaces are to be provided on the Pleasanton Hotel parking area
and will be used for public parking.

Pleasanton City Council 12 03/24/99
Minutes
