It was moved by Ms. Mohr, seconded by Ms. Scribner, to grant a one year extension of <br />the Subdivision Agreement with Shapell Industries. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br />Item 10b <br />Annual B~¢!ine Traffic RepOrt (Continued from Jul_v 5. 1994 and July 19. 1994) <br />(SR 94:223) <br /> <br /> Randall Lum presented the staff report and at Mr. Pico's request explained the meaning <br />of the Level of Service (LOS) designations. <br /> <br /> Mr. Tarver asked if the assumptions from prior years had been matched with existing <br />traffic counts to determine how accurate projections were. <br /> <br /> Bill van Gelder, Traffic Engineer, indicated that had been done a couple of years ago <br />with regard to the Hacien&aiI-580 interchange and other projects and also with quality control <br />checks on the project of traffic in the Stoneridge Mall area. The actual counts were very close <br />to the projections. Mr. van Gelder believed staff has done very well with the modeling <br />procedures and accurate information is being given for decision-making. <br /> <br /> Mr. Tarver asked if assumptions were based on a single BART station. Mr. van Gelder <br />indicated that was correct. <br /> <br /> Mr. Tarver then referrod to the mitigations listed and asked for confirmation that the <br />West Las Positas interchange would not be needed at this time. <br /> <br /> Mr. van Gelder stated that was correct. He further indicated that after five years there <br />may be a need and funher stated that when the need arises, CalTrans will be cooperative. <br /> <br /> Mr. Tarver inquired about ramp-metering within the next five years at the interchanges. <br />Mr. van Gelder indicated all interchanges that have been built have the capability, but the <br />funding for the traffic operation center was not included in the current IVITC Regional <br />Transportation Plan, so it is not likely to occur within the next four to five years. <br /> <br />08/02/94 11 <br /> <br /> <br />
