Ms. Mohr asked if 20 feet is considered the "norm" for trenching for this type of study
and cited the trenching for the G.E. Vallecitos project.

Mr. Swift explained that trenching for that project was different because it was for a
nuclear facility.

Mr. Pico felt that this issue is a question of safety. He could not in good conscious
reaffirm the prior decision made that there is no fault or stability hazard in this area. He
believed that additional studies were needed before issuing new building permits and until it
could be clearly determined that a fault does not exist. He supported having an independent
consultant review all of the studies and prepare a separate report and recommendations as to how
the City should proceed.

Ms. Dennis and Ms. Mohr generally agreed with Mr. Pico's comments.

It was moved by Ms. Mohr, and seconded by Ms. Scribner, to form a committee to
include Golden Eagle Farm residents, Earl Hart of the California Dept. of the Mines &
Geology, if he is willing, staff, and Councilmembers; the committee is to select an independent
geologist, who has not been involved in the process to review the studies and make
recommendations, if warranted; and the task to be completed within 90 days; if the task can't
be completed within that time frame, the Committee chair is to give a status report.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Mayor Tarver, and seconded by Ms. Dennis, appointing Ms. Dennis
as the Chair of the proposed committee and appointing Mr. Pico as a member.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Mayor Tarver, and seconded by Mr. Pico, that any homeowner that
wished to participate in this process be allowed to so.

Ms. Mohr suggested that the Association call its own meeting and designate its
representatives who would be responsible for attending the meetings. The other homeowners
could participate in meeting.

05/17/94 7
