Ms. Acosta pointed out that although Item 4r recommends that the Downtown Association reimburse for police and overtime costs, she suggested this not be made a condition until staff reports to Council on the recommendations/policies for all such events. Mr. Pico referred to Item 4i and asked for clarification on the walkway. -- Ms. Acosta suggested continuing this item so that staff could look into the ponding on the walkway and report to Council at a later time. Mr. Pico asked if he had a conflict of interest in voting on Item 4r because he is a member of the Downtown Association. Mr. Roush answered that it would be appropriate for him to abstain on Item 4r.
