StruCtUring Government and ABAG Resolution <br />Regardln? the Information Super Hiahway (SR94:119) <br /> <br /> Ms. Dennis was pleased that ABAG was supporting the "open access" model. <br /> <br /> Mr. Pico was concerned with 1) the funding principals; 2) the elimination of the 2/3 vote <br />requirement for bonds; 3) the elimination of the 2/3 requirement for the passage of local taxes; <br />and 4) the reconsideration of Prop. 13. He did not support staff recommendation. <br /> <br /> Mayor Tarver pointed out that the League of California Cities has taken a position on <br />restructufing that is much less onerous. He felt that the City's position on ABAG should be <br />similar to the League's position. <br /> <br /> It was moved by Ms. Scribner, and seconded by Ms. Dennis, authorizing Council's <br />voting delegate to support the proposed platform for restructuring; to support the proposed <br />resolution regarding the "information superhighway; and to urge ABAG to lobby actively for <br />Senate amendments to HR3636 to allow franchise fees from all telecommunications service <br />proriders that utilize public fight of way to provide video services. <br /> <br /> A substitute motion was made by Mayor Tarver, and seconded by Ms. Dennis, that <br />ABAG's position should be the same as the League of California Cities'; and directing staff to <br />draft a memo to ABAG for its next meeting indicating Council's position. <br /> <br />The r011 Call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 10d <br />Follow Up Information to Ca!l-In to Council (4/12/94) <br /> <br /> Ms. Acosta responded to two of the questions asked on the call-in show. She explained <br />that the gas stations downtown have been an on-going concern. Staff has been working through <br />the property maintenance ordinance on those gas stations.
