Ms. Scribner asked how Pleasanton is doing compared to the surrounding cities in terms
of very low income and low-income housing.

Mr. Swift answered "Quite well".

There was some discussion regarding the City reaching its low-income and very low
income housing goals.

Mr. Tarver declared the public hearing open on the item.

Robert Pearson, 3590 Churchill Court, asked if the taxpayers of Pleasanton have any
obligation towards the bonds that were recently sold for the North Pleasanton Assessment
District.

Mayor Tarver answered no.

Mr. Pearson was concerned with Council making changes to these allocations while the
General Plan Review Committee was meeting. He did not understand how the growth
management approval for the Robertson Homes project was justified. He then spoke about the
pipeline and sewer capacity.

Bill McClure, A F Evans, Co., 3236 Stone Valley Road, Alamo, designer of the
approved Case Avenue Project, explained that this project will provide the only very-low income
housing Pleasanton will have. The project will soon be before Council for approval. He had
planned on building the project at one time, within or twelve month construction period
beginning in July, 1994.

Jim Ghilmetti, Signature Properties, supported Option E of the staff report. He indicated
the number of units included in his project and the anticipated build out of those. He pointed
out that he is making progress towards creating a community park within the Hacienda Business
Park. He believed that in one product line in Area A (156 units), somewhere between 25-30%
of the units should meet the moderate income housing goal. Mr. Ghilmetti asked for Council's
support for Option E.

Larry Bartleson, McKay & Somps, represented the Chu property. He had reviewed the
condition set for the Chu application and was in agreement with that. He pointed out that the
79 permits that are being requested are very important to the project, to the School District, and
to the City of Pleasanton. He urged Council to adopt Option E of the staff report. In response
to Mr. Pico and Mayor Tarver's questions, Mr. Bartleson reiterated the number of units to be
built and the projected timing.

Jennifer Hosterman, 2922 Chardonnay Drive, was concerned with the impact the unbuilt
units was going to have on the infrastructure of the City. She felt that new units should not be
- given growth management approval until that is known.

03/15/94 5
