MINUTES
OF
THE
MEETING
OF
THE CITY COUNCIL

March 1, 1994

1. CALL TO ORDER

Vice Mayor Becky Dennis called the Regular Meeting of the City Council to order at
7:00 p.m.

Opening Comments:

Ms. Dennis attended the American Lung Association's Workshop for the Tri-Valley
employers on implementing Pleasanton, Dublin and Livermore's new smoking ordinance. She
spoke with the Association organizers about the process that brought the ordinance into being.
The organizers remarked about the role of the press, heightening public awareness and
stimulating debate. It reminded her of what Thomas Jefferson said about the basis of our
government being the opinion of the people. The very first object should be to keep that opinion
fight and that if it were left to him whether we should have a government without newspapers
or newspapers without a government, he would prefer the latter. Ms. Dennis thanked the
newspapers for their good work in keeping the public informed.

2. ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded as follows:
Councilmembers Rebecca L. Dennis, Karin Mohr, Thomas P. Pico Jr., and Dorothy N. Scribner
Staff members present were: Steven Bocian, Acting City Manager; Michael H. Roush, City
Attorney; Brian W. Swift, Director of Planning and Community Development; and Randall A.
Lum, Director of Public Works.

Mayor Tarver was absent.

3.
