Ms. Scribner stated that the reason for placing a four-way stop at this particular <br />-- intersection was to make downtown a pedestrian friendly environment. The economic vitality <br /> of downtown is tied to the slower traffic. <br /> <br /> Ms. Dennis explained that the flashing light does discourage her from using Main Street <br /> as a through street. She would prefer the fully functioning light if she were commuting through <br /> town. Ms. Dennis believed that the light should remain at the intersection as a flashing light. <br /> She did not support the motion. <br /> <br /> A substitute motion was made by Ms. Scribner, and seconded by Ms. Dennis, that <br /> Resolution No. 94-20, be adopted, to leave the traffic signal on flashing red at the <br /> Main/Rose/Neal intersection. <br /> <br /> In response to Mr. Pico's concern, Mr. van Gelder explained that if Council decided to <br /> make this an interim/permanent four-way stop, stop signs should be installed. <br /> <br /> Ms. Scribner amended her motion to include the installation of stop signs and pavement <br /> markings at this intersection and to remove the pedestrian walk/don't walk indicators. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Scribner and Mayor Tarver <br /> NOES: Councilmembers Mohr and Pico <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Item 10c <br /> Request for 3-Way Stop at Harvest and Rid_~ewood Roads (SR94:51) <br /> <br /> Mr. van Gelder presented the staff report. <br /> <br /> In response to Council's questions Mr. van Gelder described alternative ways to control <br /> the hazard of this curve on these streets. He further explained those who are involved in the <br /> noted accidents were local people. <br /> <br /> Ted Young, 1183 Harvest Road, spoke in favor of this request. He explained the <br /> problem the neighbors have been having with drivers speeding through the curve on Harvest <br /> Road. He believed that many of these drivers are high school age individuals who are basically <br /> not paying attention while driving. He requested that a 3-way stop sign be placed at this location <br /> to slow down traffic and avoid any more accidents. Mr. Young concluded by reading a letter <br /> that the neighborhood's mail carrier wrote in support of placing a stop sign at this location. <br /> <br /> James Huebner, 1186 Harvest Road, expressed concern of the number of accidents that <br /> occur at this location. He believed that the problem is the poor design of the street and was a <br />- potential liability to the City. <br /> <br /> 02/15/94 9 <br /> <br /> <br />
