Curtis Germany, 1167 Harvest Road, spoke in support of placing a stop sign at this
location. He reiterated the accidents that he was aware of and his personal experiences of how
this has effected his family.

William Collins, 1151 Harvest Road, explained that many of the accidents that occur at
this intersection are not reported. He then reiterated a few of the comments made by the
previous speakers. He also supported a stop sign at this intersection.

Ms. Scribner, Ms. Mohr and Mayor Tarver spoke in support of placing a stop sign at
this intersection.

Ms. Dennis was concerned that a stop sign was not going to solve the problem
completely. She suggested placing button or braille type of markings at the curve to slow
drivers down as well.

Mr. Pico inquired about other locations that a stop sign could be placed.

It was moved by Ms. Scribner, and seconded by Ms. Mohr, that Resolution No. 94-21, be
adopted, to install a three-way stop sign at Harvest and Ridgewood Roads.

The r011 Call vote wa8 as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Council took a break at 8:58 p.m.
Council reconvened at 9:09 p.m.

Item 10d
Request by Castle Construction to modify the low-income exemption agreement for
Vineyard Terrace tO allow the Sale of ten unitS as low income units (SR94:62)

Mr. Swift presented the staff report.

Mayor Tarver asked for clarification of the difference in prices from low income to
market value.

In response to Ms. Scribner's questions, Mr. Swift explained that the median income has
grown significantly while the value of housing has stayed roughly constant over the last few
years, interest rates have dropped and there is an occupant requirement in the agreement which
will not allow these units to be rented after they are sold.

02/15/94 10
