REPORTS OF THE CITY MANAGER <br /> <br /> Item 10a <br /> RZ-94-01, City of Pleasant0n <br /> Apnlication to add Chapter 17.48 (relating to the Right to Farm) to Title 17 (Planning and <br /> Related Matters) of the Pleasanton Municipal Code (SR94:48) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Mr. Swift explained that the proposed ordinance would give a farmer the right to <br /> continue farming practices in a normal and customary manner. There was discussion regarding <br /> the use of pestleides. Mr. Swift indicated State Regulations do have restfictions regarding <br /> pestlcide use. <br /> <br />-- Ms. Mohr was concerned with the farmers spraying on days that the wind would carry <br /> it toward the surrounding houses. Ms. Mohr also explained that she received a call from a <br /> County resident who was disturbed by the mechanical harvesters being used 24 hours a day <br /> during harvest time. She asked if there was a possibility that this type of problem could be <br /> addressed. She suggested noticing the surrounding neighbors when harvesting would be taking <br /> place, etc. <br /> <br /> There was considerable discussion regarding farming near residential areas, new <br /> mechanisms used for farming and the possibility of adding a "good neighbor" section to the <br /> ordinance. <br /> <br /> Ms. Dennis was not comfortable with changing this ordinance to reflect a "good <br /> neighbor" section. She was concerned with imposing restrictions in the ordinance before there <br /> is a problem. Ms. Dennis suggested meeting with vitlculturists regarding potential regulations. <br /> <br /> Joseph R. Godwin, 4677 Carson Court, asked if the City was faced with potential <br /> liability from the use of pesticicles should the ordinance be passed this evening. <br /> <br /> Mr. Roush did not believe so.
