i~em 10f
Letter tO SChOOl DiStriCt rea_uesting it to reconsider deCiSiOn as to whether maintenance
facility is to be reviewed through City planning process (SR94:63)

Mr. Swift presented the staff report.

Mayor Tarvet wanted to send this letter to the Board of Trustees and not to the School
Superintendent. He also asked that a closing paragraph be added which stressed the "spirit of
cooperation ". He felt the main point of the letter was not whether the District was exempt. The
point should be that the community should not feel that the District does not have to go through
the same process that all others do. He hoped to keep up the spirit of cooperation between the
Council and the District as it relates to development, community input and process. The City
has had a long standing, good relationship with the Board and he hated to see it take action
without considering the City' s concerns regarding the public interest.

Ms. Dennis had some question whether or not this project was exempt or not. She felt
that citizens would expect Council to review this project because of its visibility. She did not
anticipate any problems but felt that it should go through the process as all other projects do.

Ms. Scribner explained that the public does not always understand that the City does not
have any jurisdiction over the School District and how it operates. The City has worked very
hard at maintaining a relationship with the District and did not want to see that change. She
agreed that the draft letter should not point the finger at the District but point out that the City
would like the District to go through the public process.

Mr. Pico supported the comments made. He was aware that the School District is short
of money and did not believe it was necessary to spend additional monies to get a legal opinion
unless the District wanted to do something different then follow Pleasanton's zoning
requirements. He urged the District to work with the City on this issue.

Sharrell Michelotti, 7873 Olive Court, asked if Council was asking the Board to
reconsider its action. She asked if the Board will have the opportunity to do so.

It was moved by Mayor Tarver, and seconded by Ms. Dennis, authorizing staff to send
a letter to the members of the School Board encouraging a spirit of cooperation and requesting
that the District use the City's public review process for this facility.

The roll call vote was as follows:
AYES: Councilmembers Dennis, Mohr, Pico, Scribner and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

02/15/94 14
