Mr. Quaglia clarified that when this property was annexed and prezoned it was zoned <br />PUD Low Density Residential/Open Space. His understanding was that the only condition of <br />the zoning was that approximately half of the property was to be open space and the other half <br />remain low density residential. The only other conditions were those from the PLID <br />development plan. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, thought that the City should be considering the <br />traffic impacts and the environmental document needed if a staging area is proposed on Foothill <br />Road. Ms. Michelotti suggested that the General Plan Steering Committee review this piece of <br />property if this is designated park land. <br /> <br /> Mr. Swift explained that the Park District would have to follow its own CEQA <br />regulations concerning any development of this site. The City would most likely be a <br />responsible agency and would be given an opportunity to review what it is that East Bay <br />Regional Park District is proposing. <br /> <br /> Ann Sorerisen, 4432 Foothill Road, reiterated the history of her involvement with this <br />land. She requested that this item be pos~tponed to give her attorney time to negotiate terms <br />covering her water situation. <br /> <br /> Frank Lehne, 5466 Foothill Road, tried to participate in the General Plan Steering <br />Committee and was denied because his property was not within City limits. <br /> <br /> Mr. Swift stated that the subcommittees are open to anyone who would like to participate. <br />He assured Council that Mr. Lehne would be added to the General Plan Committee (General <br />Assembly). <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, pointed out the impact of removing this property <br />from the tax rolls and hoped that the decision that the Council will be making this evening will <br />protect the taxpayers of the City both for the short term and long term. <br /> <br /> George Williams, 4444 Foothill Road, stated that he was not notified of this action. He <br />was concerned that residents on the ridge were not made aware of any actions regarding the <br />ridge and asked for a continuance. <br /> <br /> Mr. Quaglia explained that A-M Homes have been working on this application for <br />approximately three/four months. The tax implications and the risk to his project depend on <br />getting an action this evening. He would not agree to a continuance at this time. <br /> <br /> There being no further testimony, Mr. Tarver declared the public hearing closed. <br /> <br /> Ms. Dennis was pleased with the reversion to acreage.
