6, MATFERS CONTINUED FOR DECISION <br /> <br />Item 6a <br />Review Of Commitions and Committees (SR94: 15) <br /> <br /> Steven Bocian presented the staff report. <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Scribner, to approve the handbook as <br />presented. <br /> <br /> Mr. Pico pointed out that there was a typographical error on page 31; "Council" should <br />be replaced with "Commissioners". Mr. Pico stated that the handbook did not address public <br />policy to be followed by the Commissions and Boards with respect to having a period of time <br />in the meetings for public comment. He felt that the Council, Commissions and Boards should <br />try to maxim public input, not restrict it. Mr. Pico was also concerned with the lack of <br />control that the City has over the Public Facilities Corporation. He requested that the discussion <br />and resolution concerning the Public Facilities Corporation be removed from staffs <br />recommendation this evening and placed on a separate agenda for further consideration. <br /> <br /> Mayor Tarver agreed with Mr. Pieo's concern regarding the Public Facilities <br />Corporation. He also agreed that the handbook should also include that public input should be <br />promoted and where "Meeting Open to the Public" should be placed on all of the agendas. <br />Mayor Tarver requested that the Handbook be easily updated (perhaps in a three ring binder), <br />include an organizational chart and incorporate all the Commissions, Committees, Task Forces, <br />etc. <br /> <br /> There was discussion regarding updating the Handbook and what it should include. <br /> <br /> Mayor Tarver felt that the Environmental Review Committee should be disbanded not <br />temporarily suspended because it had not been in operation for many years. He questioned <br />whether it is serving a useful purpose. <br /> <br /> Ms. Dennis disagreed. She felt that the Committee could be used again perhaps with a <br />different or redefined purpose. <br /> <br /> Ms. Mohr suggested suspending the Committee at this time. Later it could be discussed <br />how the Committee could be refocused and, if necessary, reactivate it accordingly. <br /> <br />02/01/94 4 <br /> <br /> <br />
