Ms. Acosta responded to Mr. Pico's concern regarding the proposed rate structure. She <br /> explained the changes that could be made to this section (tier system) to accommodate <br /> landscaping, etc. <br /> <br /> There was general discussion regarding the use and rates for businesses versus use and <br /> rates for residential customers. <br /> <br /> Mayor Tarver spoke about the cost for water for a large family versus the cost for a <br /> single person. <br /> <br /> Mr. Cusenza and Ms. Rossi explained the breakdown of establishing the rates. Mr. <br /> Cusenza further explained that Zone 7 charges and the City rate. <br /> <br /> Ms. Mohr was pleased with the tier idea. She believed that there should be a benefit for <br /> those families and/or persons who conserve. She requested that staff ask commercial customers <br /> who wrap their back-flow devices in the winter to remove the wrap during the summer. <br /> <br /> It was moved by Mr. Pico, and seconded by Ms. Mohr, to adopt the Alternate IV rate <br /> structure adjustment with the exception of the elevation surcharge; directing staff to reconsider <br /> the non-residential and irrigation rate; and to develop a formula to provide a conservation <br /> incentive. <br /> <br />- Mayor Tarvet did not support this motion. He believed that the proposed changes am <br /> not equal to all users. <br /> <br /> Ms. Scribner and Ms. Dennis supported staff recommendation. <br /> <br /> A substitute motion was made by Ms. Scribner, and seconded by Ms. Dennis, that <br /> Resolution No. 94-08, be adopted, amending Resolution No. 91-100 (Master Fee Resolution) <br /> to provide for revisions in the water rates and charges, and adopting Alternative IV for calendar <br /> year 1994 without exception. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Dennis, Mohr and Scribner <br /> NOES: Councilmember Pico and Mayor Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 01/18/94 <br /> 9 <br /> <br /> <br />
