Adrienne Roberts, 4130 Alvarado Street, suggested that a committee be made up of <br />citizens, business owners, non-smokers and smokers to develop an ordinance that would appease <br />all cilizens. <br /> <br /> Tom Talai, 5121 Hopyard Road, owner of the Velvet Turtle, objected to banning <br />smoking in bars. <br /> <br /> Thurman Caudill, 4715B, Augustine Street; Angelins Summers, 4750 Sutter Gate <br />Avenue; and Bruce Fiedler, 251 Kottinger Drive; spoke in support of the ordinance as adopted <br />by Council in October 1993. Mr. Fiedler spoke about second-hand smoke and its effect on <br />people's health. <br /> <br /> Marc Kennedy, 40 California Avenue, #F, spoke in opposition to a total non-imoking <br />ordinance. He felt there should be an equal distribution of smoking and non-smoking in the <br />work place. <br /> <br /> Maureen Carpenson, 4769 Woodthrush Court, owner of a bar in PleasanWn, supported <br />the proposed ordinance which would allow smoking in freestanding bars. <br /> <br /> Ms. Ezidro read a letter from the American Lung Association which expressed the <br />Association's support of making PleasanWn a smoke-free city. (Please see attached). <br /> <br /> Ms. Scribner requested that the ordinance include the following changes: 1 ) a non-smoker <br />does not have to enter for any reason the designated smoking room at a work place; 2) change <br />"no smoking in front of the work place" to 'No smoking in front of any work place"; 3) a <br />private residence used as a day care or health care facility should be non-smoking at all times; <br />and 4) expand the definition of "freestanding bars" to include dancing, coin operated recreational <br />activities etc., if those activities were incidental. <br /> <br /> Mayor Tarver believed that this proposed ordinance was not strict enough. He was <br />surprised that the neighboring cities were not adopting a stricter ordinance as well. <br /> <br /> There was considerable discussion regarding smoking in a bar as a work place; minors <br />(under 18/21) being allowed in these establishments; and the availability of vending machines. <br /> <br /> Mr. Smith explained the Code requirements regarding adequate air circulation. <br /> <br /> Mr. Pico was disappointed that the neighboring cities did not follow Pleasanton's lead <br />in regards to the smoking ordinance. He believed that Pleasanton's ordinance did not need to <br />be revised exac~y to match what the other cities have adopted. He had no objection to <br />grandfathering in existing freestanding bars but felt that any newly constructed freestanding bars <br />should be non-smoking. Mr. Pico also believed that no one under 18 should be allowed in an <br />exempted establishment. <br /> <br />01/04/94 6 <br /> <br /> <br />
