Item 14c <br />Sewer Rate Adjustment (SR93:462) <br /> <br /> This item was continued to the January 18, 1994 regular City Council meeting. <br /> <br />Item 6c <br />Revised East County Area Plan (SR94: 18) <br /> <br /> This item was continued to the January 18, 1994 regular City Council meeting. <br /> <br />Item 6d <br />Proposed Revisions to Council Meetins A~,enda Order (SR94:05) <br /> <br /> Mr. Pico referred to Meeting Open to the Public and reiterated his opposition to limiting <br />the time for speakers to 15 minutes. He was concerned that a time limit be placed on a <br />Councilmember's introductory comments and was also concerned with Councilmembers' making <br />introductory comments during periods for which they are running for election or re-election. <br /> <br /> There was general discussion regarding the number of items on each agenda and possible <br />changes to enable Council to address all items in one meeting. <br /> <br /> It was moved by Ms. Mob_r, and seconded by Ms. Scribner, to approve the revised <br />Council meeting agenda order and procedures as presented in the staff report. <br /> <br /> Ms. Dennis requested an amendment to the motion to move "Meeting Open to the <br />Public" immediately after the Consent Calendar. Ms. Mohr agreed to amend her motion <br />however, Ms. Scribner did not agree. The amendment therefore died for lack of a second. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, and Sharrell Michelotti, 7873 Olive Court, were <br />concerned with limiting a speakers time to 15 minutes (Meeting Open to the Public). Both <br />speakers also commented on Council's proposed format of the agenda. <br /> <br /> A substitute motion was made by Ms. Dennis, and seconded by Mayor Tarver, that <br />Resolution No. 94-05, be adopted, revising the Council Policies and Procedures with the <br />"Meeting Open to the Public" part of the agenda to follow immediately after the Consent <br />Calendar. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Dennis, Mohr, Scribner and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br />01104194 11 <br /> <br /> <br />
