Brian Silva, 4156 Payne Road, thanked Council for proposing this Commission and felt
it would do a lot of good as well as accomplish much for the youth of the city. I-Ie asked that
appointments not be made just from leadership students. He referred to the two year terms and
asked how a senior could participate. If this is approved, how long before the Commission
starts working? He believed having one adult on the Commission was a good idea. The
experience of working on the Rage Festival showed that students have good ideas, but there
were some things they didn't know how to do or who to contact and the adults assisted in that
regard. Also there were problems with signing contracts because they were not 18. He
supported including 8th graders. Half of the committee chairs in the Rage Festival were 8th
graders.

Mayor Tarvet indicated it was not the intention to only include leadership students.
Council will solicit participation from a broad range of the community. He felt there were ways
for seniors to participate without having a two year commitment if that is a problem. He agreed
with including an adult.

Larry Levin, 3 178 Weymouth Court, complimented Brian Silva for his work on the Rage
Festival and felt his questions were relevant. He_strongly supported the staff report including
the recommended composition of the commission. He felt it was very important that this
Commission be run by the young adults and that they bring their recommendations before the
Council like other Commissions.

Mr. Pico asked about payment to the various existing Commissioners and why this
Commission is not proposed to be compensated.

Ms. Acosta indicated compensation was not addressed one way or the other. However,
she felt it was not appropriate for this Commission. Most of the commissions are compensated,
and some members are proposing to donate the salary back to the City. The compensation is
intended to cover expenses, and it is not anticipated the Youth Commission will have the same
kinds of expenses. The City would pay for the things the students want to do. She was also
concerned that a student may be attracted to the Commission because there was some small
compensation.

Ms. Dennis was glad the Commission would report to the City Council and was
interested in what it would have to say.

Ms. Micheloff indicated a variety of students would bc involved to represent every
segment of the youth community. She felt they were innovative, open and forthright and would
have good suggestions for how to serve the youth better. She was looking forward to working
with them.

Mr. Tarvet was glad to see this happening and felt it was long overdue. He also wanted
wide participation. He hoped for a large group of applicants.

12/05/95 -7-
