If we could have, through tax advantages, some of the easements donated or sold at a reduced
cost, then the money will stretch significantly and our ability to reach our goal will be much
easier. As it currently stands, we will be able to purchase approximately 1,205 acres. We will
receive by dedication 690 acres and 1,800 acres in mitigation for the homes to be built in the
City of Livermore and 848 acres from Ruby Hill. That is a total of 4,543 acres, which is 500
short of our goal, but at this time is still in the ballpark. Until we have been able to operate for
five years, purchase easements, receive appraisals, and fred out what our income will be, we
will use this model. We hope that through modification of the model and some of the tax
advantages, we will point out to the land owners that we can go over the 5,000 acre goal.

Joyce Robinson, 5489 San Antonio, referred to a trip through Boise, Idaho and
commented on the planters and colorful flowers. She felt the existing planters on Main Street
have drab plants and flowers. She then referred to the San Francisco property and supperted
the suggestion of having a cultural center on the site. She also likes the golf course because of
the open space. She believed it will take a few years for the economic demand to catch up with
the over supply of commercial and office space. She suggested swapping commercial space for
a really big convention center with catering facilities. Lastly, she wanted a facility in Pleasanton
similar to San Ramon Villa, which has three types of care for seniors. She felt this could be
included in the San Francisco plan. That could reduce some of the auto trips. A senior facility
has far fewer daily trips.

Ms. Michelotti referred to the workshop last night which was to take public input. A
newspaper article implied that Council had decided to purchase more land, however she was
only addressing an extension of the park along Bernal Avenue and considering the purchase of
the property.

Sue Janas, 14 Grey Eagle, indicated she was a volunteer for the Alameda County Waste
Management Authority, offered information about the home cornposting program. There are
free workshops once a month in Dublin and Livermore. There is a demonstration program at
the Farmer's Market this Saturday, 9:00 a.m. to 1:00 p.m. She also indicated the demonstration
gardens at Shannon Park in Dublin and in Livermore off South Livermore Avenue and Pacific.

Bert Felix, 2860 Garden Creek, announced the Toys for Tots program. He indicated
90% of the toys collected at local businesses are distributed in this area.

6, PUBLIC HEARINGS AND OTHER MATTERS

Item 6f
Creation or a Pleasanton Youth Commission (SR 95:410)

Michelle Howard, an intern in the City Manager's office, presented the staff report.

12/05/95 -6-
