the small tom atmosphere, the heritage look, and the ability to move around. Council needs
to consider whether it wants to pay the cost for the economic advantages of this project.

Peggy Purneil, 2472 Via De Los Milagros, indicated she has been watching this process
on television. She is concerned that few people show up for the meetings even though the
meetings are well-advertised. She was upset that there has been no staff report or anything in
writing describing this project. She was impressed how the two staffs have worked together,
but was concerned about representation on the Board of Supervisors, particularly by Mr.
Campbell. She is concerned about the double track process which appears to force Pleasanton
to negotiate from a weak point. She did not believe the Tri-Valley had adequate representation
on the Board of Supervisors. She felt it was unfair to have such a rushed process at this time
of year and would like the process slowed down. She felt the proposed plan is mediocre.

Ms. Dennis sympathized with Ms. Purnell and indicated it is valuable to have detailed
staff reports to make intelligent comments. However, the joint staffs have been working and
having meetings fight up to the date of Council or Committee of Decision Makers meetings and
it is very difficult to have written reports prepared. Pleasanton residents are used to a different
level of information coming from staff and having a few days to review reports.

Ms. Pureell reiterated her comments that this is a difficult time of year and it is an error
to make a decision on this property now.

Mr. Pico agreed with her comments. He would like to have more time to get community
input.

Mr. Tarvet indicated that the hope is that through this process there will be a building
of consensus and then it can move in a more logical fashion.

Simon Cohen requested that a drawing of the proposed plan be published in the
newspaper.

Ms. Michelotti reviewed the dates of the next meetings to review this: December 5 (City
Council), December 7 (Committee of Decision Makers), December 11 (Council workshop), and
December 12 (Committee of Decision Makers).

Tom Bacon, 432 St. Marys Street, indicated he has lived here for 30 years and knows
the area well. He believed that Council was doing a good job and was concerned for the City.
He understands that San Francisco has an asset and want to make money from it. He did not
feel that way about the County representatives who did not appear to be concerned about the
quality of life in Pleasanton. He felt it was all right to slow the process.

_ Rick Nelson, Project Manager for the San Francisco Water Department, indicated there
was a colored version of the plan map available if it would help people. He also indicated Jeff
Grote of The Planning Collaborative was available to describe other details of the plan. He

12104195 -5-
