Ms. Dennis felt it was important to recognize when we have built a system to do <br /> something and it is not working. Her commitment is to go through project by project and <br /> estimate how many units will actually be built and is also committed to seeing that the total <br /> number of issued permits not exceed a certain amount. What she sees happening is permits are <br /> far below that. The system has no relationship to reality, except that granting of a number does <br /> have an impact on what people feel they can do. However, she is not sure how much that <br /> impact is. We know that as people go through the program, there are various reasons why <br /> people want to stay in a particular year. She wants to control growth, but is not sure that this <br /> system is controlling growth or not. It is limiting it, but other things are limiting it as well. <br /> <br /> Mr. Pico agreed Council is still pushing numbers around. He wanted to get an estimate <br /> of how many units will be built in 1996. In reviewing Table 3 for 1996 allocations, he <br /> concluded that there are really 1300+ units that can be constructed in 1996. He felt that was <br /> outrageous and he would could not support it. That will have an impact on our community and <br /> he would not approve Option 4. He felt the best case was Option 3. Council can review what <br /> happens next year and use discretion on what happens with the Spanos project. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to adopt Resolution No. 95-140 <br /> approving Option 4, subject to the following: the 43 building permits for St. Johns Place must <br /> be obtained by no later than March 31, 1996; the Stanley Seniors project itself obtaining City <br /> Council approval and Council will determine when building permits must be obtained for the <br /> 1995 approvals; the Del Prado 1996 approvals are a "reservation" in 1996, subject to the <br /> project's receiving formal approval of growth management in 1996; and all new projects (St. <br /> lohns Place, Stanley Seniors, Del Prado) shall pay a growth management fee of $2,330 per unit <br /> at the time building permits are obtained, unless exempted; and authorizing the City Manager <br /> to sign Growth Management Agreements and amendments to the respective Growth Management <br /> Agreements in accordance with the above. <br /> The roll ~itll vote was as follows: <br /> AYES: Councilmembers - Dennis, Michelotti, and Mohr <br /> NOES: Councilmember Pico and Mayor Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> 7.
