the special interest rate given to the new restaurants, and asked what could be given to the older <br />well-established restaurants to compete with the new subsidized restaurants. <br /> <br /> Ms. Acosta indicated the established restaurants are not paying the connection fees. <br /> <br /> Ms. Mohr proposed that the program be modified so that if a restaurant is forced out of <br />its location for reasons that have no bearing on its own management or operation, that such a <br />restaurant would be eligible for our sewer loan program. She clarified that this did not apply <br />if the rent was raised and they chose not to pay it. <br /> <br /> Mr. Roush felt that someone could always say it had to relocate through no fault of its <br />own. <br /> <br /> Mr. Tarvet felt that could be covered by Council on a case by case basis. He did not <br />want to go outside of downtown. The reason for the program was to encourage restaurants <br />downtown. <br /> <br /> Mr. Pico agreed that the restaurant applications should be considered on a case by case <br />basis and the Rod's application should be approved as a separate incident. <br /> <br /> Ms. Michelotti would like to approve the Rod's application separate from the full issue <br />to find out how much activity it will generate. <br /> <br /> Mr. Roush stated that the difficulty in m:~k-lng exceptions is if a restaurant comes to the <br />building department that does not want to locate downtown and the building department tells it <br />to take the issue to Council for consideration, Counc~ may get more of these applications than <br />it is expecting. <br /> <br /> Ms. Michelotti stated that $65,000 is a considerable fee for a restaurant to spend in town <br />for 35-40 years. Rod's wasn't able to stay in its location because Safeway was expanding to <br />take over the entire area. She was in support of helping this restaurant. <br /> <br /> It was moved by Mayor Tarver, and seconded by Mr. Pico, that Resolution No. 95-139, <br />be adopted, granting Rod's Hickory Pit restaurant a loan to finance its sewer connection fees in <br />the Oak Hills Shopping Center on the same terms as exist for the downtown program. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />1 1128195 -8- <br /> <br /> <br />
