Mr. Churka replied that $300 million was available throughout the United States. This
is not a grant but a reimbursement. California paid it to the federal government and now it is
to be returned. The types of things that the money went for were: completing overpasses and
underpasses, make trails, cross overs for bicycles under freeways, and one train depot is being
restored.

Ms. Mohr commented that she was surprised and pleased that the application is stopping
prior to Bernal because of the problems that would have been involved. She was pleased that
the costs to the City of Pleasanton will be limited to the $10,000 and staff time for the EIR, etc.
That meant that it would not cost the extra $100,000 for the Junipero improvements and she
asked for confirmation that it means the City doesn't have to put out the extra funds. If not,
could the costs be pan of the grant?

Mr. Lum stated there was no obligation that he was aware of that would bind the City
to any contributions relative to the railroad should it be constructed. The crossing at Junipero
is a condition by Alameda County for crossing its right-of-way. It is asking that the railbed be
constructed when the road is constructed.

Ms. Mohr asked if the City would have to pick up the tab for the dirt work at the
Junipero crossing or would Mr. Churlca do that as volunteer work.

Mr. Lum stated that the County is requiring the City to install the actual railroad bed
concrete when the roadway is constructed. The City will be grading for the Junipero extension
and the County is asking for pavement across the transportation corridor and to do the same at
VaLley.

Ms. Mohr asked if a developer will be required to pay for the construction of VatIcy
Avenue.

Mr. Lum replied that if the developer is responsible for the construction of Valley
Avenue, the County wffi likely impose the same condition.

Ms. Mohr asked what will happen at the overcrossing at Happy Valley? It's only a one
lane road at that point.

Mr. Lurn stated that would need to be examined through the EIR as to the condition of
that bridge and whether that needs to be upgraded. It if was a necessary pan of the railroad
construction, it would be funded through that process.

Ms. Mohr referred to the street crossings at Abbie, Neal, and Angela and the railroad's
responsibility for replacing those originally. The City rejected the replaoement at Spring Street
and at Ray Street and asked the Association to do work at other ones because all of this was up
in the air. She asked staff to explore if there were any possibility of reclaiming that work.

11/28/95 -5-
