Mr. Pico replied he'd RIce to see it in twenty years or the year 2015. R might be logical <br />to go to year 2020 when the EBDA agreement lapseal. <br /> <br /> Ms. Acosta commented on recycling. Tonight there was talk about the separation of <br />recycled water that is used for irrigation versus recycling that increases sewer capacity. One <br />of the issues DSRSD seems concerned about is that it would like the opportunity to sell recycled <br />water to other areas that have not been talked about before. <br /> <br /> Mr. Pico did not have a problem with DSRSD's selling the recycled water to other areas. <br />He felt the City has to have the fight of first refusal in those kinds of areas. He did not feel that <br />DSRSD has to go seek out sewage from the Dougherty Valley in order to generate recycled <br />water. He felt there was plenty of sewage capacity for recycled water generated by the existing <br />member agencies. If DSRSD wants to change the agreement that was in place or to the 32.4 <br />million gallons a day to increase that number or the capacity, then DSRSD should put that on <br />the table and get specific about what it wants in terms of additional capacity in order to fred out <br />whether EBDA wants to give it to us. <br /> <br /> Mayor Tarver said if DSRSD does an RO plant and it wants to inject the groundwater <br />or sell it back to Zone 7, that's fine. But don't use it to service new growth. <br /> <br /> Ms. Acosta asked that if by some chance the Valley residents have used all we need and <br />DSRSD has an interest in selling it elsewhere and it didn't increase the overall capacity, is that <br />something that could be considered. <br /> <br /> Ms. Michelotti asked how do we know it is cost-effective to do that or that DSRSD <br />would be the one chosen? DSRSD is in competition with other agencies. She felt that in trying <br />to project out such a long time that we don't know what technology is going to bring. <br /> <br /> Ms. Dennis stated that we are looking for the sewer to service our General Plan. We've <br />provided for Dublin to service its General Plan which includes East Dublin. We've provided <br />for Livermore. Another way to approach it is to leave DSRSD's having to draw urban limit <br />lines out of it and have an agreement that services Dublin's General Plan but doesn't account <br />for an expansion of DSRSD's service area to Dougherty Valley. DSRSD would have to annex <br />that area to service it. We need acknowledgement that any new capacity that is added, as far <br />as water recycling and new technology, would service the General Plans as they were at a <br />defined date. We are talking about providing capacity for what is not built. At the same time, <br />there is concern about orderly and planned development. The agreement can be used not to stop <br />development but to ensure logical development and should address new projects which may be <br />possible. For twenty years this new capacity would service this specific area. If that area is not <br />built in twenty years, we can redef'me the service area. <br /> <br /> Ms. Mohr asked if this leaves any room for a five year review of the General Plan, since <br />the General Plan is a twenty year plan. <br /> <br />11/21/95 -27- <br /> <br /> <br />
